Opportunity Information: Apply for NOIP16AC00007

The National Park Service (NPS), within the Department of the Interior, issued a Notice of Intent to Award for a project titled "Implement Multi-modal Alternative Transportation Plan - Expand Bike Share System - MISS" (Funding Opportunity Number NOIP16AC00007 / P16AC00007). This notice is explicitly not a request for applications. Instead, it serves as public notice that NPS planned to provide financial assistance through a non-competitive award to a single recipient, Nice Ride Minnesota, to continue and expand bike share services connected to the Mississippi National River and Recreation Area (MISS).

The purpose of the project is to support MISS's broader Alternative Transportation System, which has been under development since 2012 to better serve both commuters and park visitors. The core objective is straightforward: add and promote up to five new bike share stations located along or near the Mississippi River within the boundaries of MISS. These stations and associated bikes are described as a key component of the park area's multi-modal transportation approach, helping people move through the corridor with an option that reduces reliance on private vehicles and complements other transportation modes.

NPS justified awarding this assistance without full and open competition based on two single-source rationales. First, it is a continuation of work already underway; NPS stated that competing the requirement would risk disrupting continuity and completion of an existing, currently funded activity, and would likely create unrecoverable duplicate costs. Second, NPS cited unique qualifications, explaining that Nice Ride Minnesota is the only entity that operates and manages the existing bike share system serving MISS and the Twin Cities metro area, and that no other provider would be compatible with the current system. In practical terms, the agency argued that a different operator would not be able to seamlessly integrate with the established equipment, technology, operations, and customer-facing subscription platform already in place.

Financially, the announcement listed anticipated federal funding of $152,000 for FY2017, with a total not-to-exceed amount of $500,000 through the end of the agreement. No non-federal cost share was required. The anticipated period of performance ran from June 17, 2017 through December 31, 2020. The award instrument was described as a grant agreement under statutory authority 54 USC 101702(a) (formerly 16 USC 1g), and it was associated with CFDA number 15.954.

The statement of work centers on Nice Ride Minnesota building, installing, and maintaining up to five new bike share stations in MISS during FY2018, with maintenance responsibilities extending for the life of the equipment. The recipient is expected to handle the full range of implementation details, including design and engineering alignment, financing and construction steps, operations and upkeep, and compliance with applicable federal laws, regulations, and policies. Specific tasks called out include obtaining right-of-way where needed, permitting, site planning, assembling and installing equipment, and managing seasonal removal, storage, and reinstallation of station equipment.

Beyond installation, the project includes branding and visitor-support elements tied to NPS. Nice Ride Minnesota was required to incorporate the NPS arrowhead, "Ranger on Call" information, and a location map on all stations for FY2018, helping connect the bike share infrastructure to the national park unit identity and visitor services. The recipient also committed to working with MISS and other partners to raise awareness and cross-promote the alternative transportation system through print, electronic, and other media channels as identified.

Operationally, Nice Ride Minnesota was responsible for integrating the new stations into its existing subscription-based bike share system. That includes maintaining user interfaces and the website, hosting data, procuring and maintaining software, processing subscriber financial transactions, rebalancing bicycles between stations to keep availability consistent, and providing customer service. Finally, the recipient was expected to coordinate with the City of Minneapolis and other local jurisdictions to align any transit improvements directly associated with the bike share system, ensuring the stations fit with surrounding transportation networks and planned local infrastructure changes.

The listed point of contact for the notice was Julie Hendricks (juliehendricks@nps.gov, 402-661-1662). The original public notice dates indicated a creation date of March 27, 2017 and an original closing date of April 8, 2017, consistent with the typical window for posting a notice of intent to make a sole-source award rather than running an open application competition.
