In particular, the program emphasizes creating better working relationships through coordinated engagement with municipal police and agents from the Judicial Police (OIJ), using the OIJ and the Ministry of Public Security press offices as key points of contact. Another major component is supporting a network of journalists operating in rural and coastal regions, where reporting can be more isolated and threats may be harder to manage.

The program sets out specific outputs and outcomes it expects applicants to plan for. At a minimum, proposals should aim to train at least 40 journalists and organize at least 10 joint events that bring journalists together with police counterparts to improve trust, information flow, and professional interaction. The broader results the funder wants to see include increased reporting in areas that have historically been quiet or "silent" about crime, along with more consistent adoption of safer reporting practices when journalists cover high-risk topics. The Department of State frames these improvements as contributing to stronger, more sophisticated crime reporting in Costa Rica and, by extension, to a safer hemisphere.

Applicants may include not-for-profit organizations (including think tanks and civil society or non-governmental organizations), individuals, public international organizations, and governmental institutions. There is no cost sharing or matching requirement. Organizational applicants must have a Unique Entity Identifier (UEI) and maintain an active registration in SAM.gov; individuals are not required to obtain a UEI or register in SAM.gov.
