Opportunity Information: Apply for PD 0001 FY2025
The U.S. Mission to Costa Rica (U.S. Department of State) is offering a grant opportunity called "Security for Journalists Covering Organized Crime in Costa Rica" (Funding Opportunity Number: PD 0001 FY2025). The program is focused on Costa Rica and aims to strengthen journalists ability to report on crime more safely and effectively, especially when the crimes are linked to organized criminal networks and drug trafficking. The opportunity recognizes that environmental crimes, property crimes, and violent crimes often go underreported because victims, communities, journalists, and even law enforcement personnel may fear retaliation or other consequences for speaking openly.
Projects are expected to be completed in 12 months or less. While the initial award covers a single budget period, the Department of State may consider non-competitive continuation funding beyond that period if funds are available, the grantee shows strong performance and progress, and continued funding is judged to be in the Department of States interest. Like many federal opportunities, the award is explicitly subject to the availability of funding. The closing date listed for applications is 2025-05-23. The award ceiling is $100,000, and the program anticipates making about two awards.
The grant is designed to be implemented primarily through a nonprofit organization that will directly support Costa Rican reporters covering sensitive crime beats. Core activities include practical safety training for journalists who report on organized crime and trafficking-related issues; providing critical equipment such as protective vests and secure communications tools; and building stronger, more reliable channels of communication between journalists and local law enforcement. In particular, the program emphasizes creating better working relationships through coordinated engagement with municipal police and agents from the Judicial Police (OIJ), using the OIJ and the Ministry of Public Security press offices as key points of contact. Another major component is supporting a network of journalists operating in rural and coastal regions, where reporting can be more isolated and threats may be harder to manage.
The program sets out specific outputs and outcomes it expects applicants to plan for. At a minimum, proposals should aim to train at least 40 journalists and organize at least 10 joint events that bring journalists together with police counterparts to improve trust, information flow, and professional interaction. The broader results the funder wants to see include increased reporting in areas that have historically been quiet or "silent" about crime, along with more consistent adoption of safer reporting practices when journalists cover high-risk topics. The Department of State frames these improvements as contributing to stronger, more sophisticated crime reporting in Costa Rica and, by extension, to a safer hemisphere.
Eligibility is broad. Applicants may include not-for-profit organizations (including think tanks and civil society or non-governmental organizations), individuals, public international organizations, and governmental institutions. There is no cost sharing or matching requirement. Organizational applicants must have a Unique Entity Identifier (UEI) and maintain an active registration in SAM.gov; individuals are not required to obtain a UEI or register in SAM.gov. The notice also asks applicants to include a clear "U.S. element" in the proposal, meaning a component that helps Costa Rican target audiences better understand the United States and, more specifically, how U.S.-based organizations work to protect journalists and support safe reporting on crime. The full instructions and required forms are referenced as being available in the opportunities related documents.Apply for PD 0001 FY2025
